Ordinance No. 627, Rental Property Ordinance was adopted on February 12, 2014.

Provisions of this Ordinance require all landlords/owners of all residential rental units within our Borough limits to register, in writing, their rental units with the Borough of Ashland; to register, in writing, every tenant within each rental unit with the Borough of Ashland; and to report changes, in writing, of occupancy within each rental unit to the Borough of Ashland.

This ordinance also establishes minimum standards for occupancy, inspections/re-inspections of premises to ensure such standards, certificates of compliance/non-compliance, fees, obligation of insurance and provides for enforcement and/or penalties for violations thereof. Penalties are not to exceed five hundred dollars ($500.00) plus costs of prosecution.

Our initial step to begin the compliance process is the required completion of the “Rental Unit Registration Form” by every landlord/owner of each rental unit.

Upon receipt by the Borough of the ‘Rental Unit Registration Form’ and verification thereof, each landlord/owner of every residential rental property will be contacted to arrange an appointed time and date for inspection of the premises by our Code Enforcement Officer.
